Bayern startet Entwicklung eines europaweit einmaligen KI-Basismodells.

Bavaria launches the development of a Europe-wide unique AI foundation model.

Der Freistaat bündelt 48 führende Wissenschaftlerinnen und Wissenschaftler aus elf Hochschulen in einem bayernweiten Netzwerk – mit Schwerpunkten in den Clustern „Health" und „Robotics and Perception". Insgesamt investiert Bayern 54,5 Millionen Euro in KI-Hochleistungsprozessoren und schafft 28 Nachwuchsstellen.

The Free State brings together 48 leading researchers from eleven universities in a Bavaria-wide network — with focus clusters "Health" and "Robotics and Perception". Bavaria is investing 54.5 million euros in high-performance AI processors and creating 28 positions for early-career researchers.

Die Bayerische KI-Basismodell-Initiative ist ein vom Bayerischen Staatsministerium für Wissenschaft und Kunst (StMWK) gefördertes Leuchtturmprojekt zur Stärkung der technologischen Souveränität Bayerns im Bereich Künstliche Intelligenz.

Das Ziel ist die Entwicklung von generativen, multimodalen KI-Basismodellen, die als Grundlage für innovative Anwendungen in Wissenschaft, Verwaltung und Gesellschaft dienen. Im Zentrum stehen die interdisziplinäre Vernetzung, der Aufbau von KI-Expertise sowie der Wissenstransfer innerhalb des bayerischen KI-Netzwerks.

Innerhalb eines offenen und innovativen Ökosystems im Freistaat Bayern wird die Entwicklung von multimodalen KI-Basismodellen nach europäischen Standards wie der KI-Verordnung und der Datenschutzgrundverordnung der Europäischen Union vorangetrieben.

Über die Initiative werden grundlegende Zukunftstechnologien entwickelt, als Open Source bereitgestellt und in Zusammenarbeit der bayerischen Universitäten und Hochschulen mit anwendungsorientierten Partnern kontinuierlich ausgebaut. Der gesamte Entwicklungsprozess folgt einer offenen, dokumentierten und partizipativen Struktur.

The Bavarian AI Foundation Model Initiative is a flagship project funded by the Bavarian State Ministry of Science and the Arts (StMWK) to strengthen Bavaria's technological sovereignty in the field of artificial intelligence.

Its goal is the development of generative, multimodal AI foundation models that serve as a basis for innovative applications in science, public administration, and society. At the core are interdisciplinary collaboration, the build-up of AI expertise, and knowledge transfer within the Bavarian AI network.

Within an open and innovative ecosystem in the Free State of Bavaria, the development of multimodal AI foundation models is driven forward in line with European standards such as the EU Artificial Intelligence Act and the General Data Protection Regulation.

Through the initiative, core future technologies are developed, made available as open source, and continuously extended in cooperation between Bavarian universities and universities of applied sciences and application-oriented partners. The entire development process follows an open, documented, and participatory structure.

02 — Forschungsschwerpunkte 02 — Research focus areas

Schwerpunkte der wissenschaftlichen Arbeit sind die Bereiche „Health" sowie „Robotics and Perception".

Health

Der Schwerpunkt Health bündelt führende bayerische Kompetenzen aus KI, Medizin und Biowissenschaften. Durch multimodale Basismodelle, die molekulare Omics-Daten, Bildgebung, Videos, klinische Texte und Biosignale integrieren, sollen Krankheitsmechanismen besser verstanden, die Diagnostik und Therapieplanung verbessert, sowie ethische und regulatorische Anforderungen konsequent umgesetzt werden. Die enge Zusammenarbeit von Hochschulen, Kliniken, Industrie und öffentlichen Einrichtungen schafft eine skalierbare, sichere Infrastruktur für Forschung, klinische Anwendung und Innovation.

The Health focus brings together leading Bavarian expertise from AI, medicine, and the life sciences. Multimodal foundation models integrating molecular omics data, imaging, videos, clinical texts, and biosignals aim to improve our understanding of disease mechanisms, enhance diagnostics and treatment planning, and consistently implement ethical and regulatory requirements. Close cooperation between universities, clinics, industry, and public institutions creates a scalable, secure infrastructure for research, clinical application, and innovation.

Robotics and Perception

Der Schwerpunkt Robotics and Perception verfolgt die Vision, eine gemeinsame, modulare „Embodied AI Basis" für Bayern aufzubauen. Durch die Zusammenführung von Vision, Sprache, Audio, Radar sowie Haptik und Taktilität in einem durchgängigen Modell-Stack sollen Roboter Materialeigenschaften verstehen, sicher planen und robust handeln können – vom Greifen einzelner Objekte bis hin zu komplexen, dynamischen Arbeitsabläufen. Ziel der Forschungsaktivitäten ist die Entwicklung einer skalierbaren, energieeffizienten Integrationsstrategie sowie die Schaffung einer großen, offenen Datengrundlage aus Simulationen, Videos und realen Interaktionen.

The Robotics and Perception focus pursues the vision of building a shared, modular "Embodied AI foundation" for Bavaria. By combining vision, language, audio, radar, and haptics/tactility into an integrated model stack, robots should be able to understand material properties, plan safely, and act robustly — from grasping individual objects to complex, dynamic workflows. The research aims to develop a scalable, energy-efficient integration strategy and to create a large, open data foundation drawn from simulations, videos, and real-world interactions.

Für ihre wissenschaftliche Arbeit können die geförderten Forschungsprojekte auf eine hervorragende Infrastruktur mit exzellenten, in Bayern geschaffenen KI-Rechenressourcen aufsetzen. For their scientific work, the funded research projects can build on outstanding infrastructure with excellent AI computing resources created in Bavaria. These preconditions are a key success factor for developing multimodal AI foundation models for the Health as well as Robotics and Perception focus areas, since realising the planned foundation models will be demanding given the extensive multimodal data to be processed — such as omics data, videos, or clinical texts.
